This imposing lady is Mrs. Kate Cleaver.
Matron of the Princess Christian Hospital from 1895 to 1915.

I am indebted to her Great Nephew who has allowed me to use the picture.

Mrs. Cleaver received an award for 20 years service on 3rd. May 1915 ,
