The War Memorial

As with the other picture of the War Memorial, one is struck by the sheer volume of floral tributes.

The vast majority would appear to be from individuals and not as today from the Services, Organizations and Groups.

In leaving so much space on the memorial did the architect have some sort of intuition as to the future?
